Susquently; Restarting Chrome Browser reports that "Chrome was not shut down properly - Restore?" When they are running that file is locked from access by other software (ccleaner for example). The following are the most common reasons for chrome not exiting: Chrome Sync, Cloud Print, other Background services, chrome Apps, malformed Plugin.
